Natural Gas Pipeline Company of America LLC asked the Federal Energy Regulatory Commission on August 19, 2026, to approve a 3.2-mile, 24-inch-diameter pipeline lateral and a new delivery meter station in Harrison County, Texas, that would supply a new power plant. Kinder Morgan operates the pipeline company, which filed the request under the prior notice provisions of its blanket certificate, docket CP82-402-000.
The project, called the Harrison County Power Project, would let Natural provide up to 126,600 dekatherms a day of firm transportation service to Southwestern Electric Power Company's Hallsville Power Plant, a new natural gas-fired power plant. Natural put the project's cost at about $36.2 million.
A dekatherm is a unit of natural gas equal to about 1 million British thermal units, the standard measure pipelines use to size firm transportation capacity. The lateral and meter station are the kind of build that falls under midstream and LNG, the part of the industry that moves gas from the wellhead to the end user, in this case a power plant.
FERC will take protests, motions to intervene and comments on the request through 5 p.m. Eastern time on October 26, 2026. If no protest is filed by the deadline, or one is filed and withdrawn within 30 days after it, the project is automatically deemed authorized the day after the deadline.
