Saipem and Jan De Nul have signed a paid Letter of Intent with ExxonMobil Moçambique Limitada worth about 11 million euro, covering early engineering and procurement work on the Rovuma LNG Phase 1 project in Mozambique ahead of a full construction award decision.
ExxonMobil signed on behalf of the Mozambique Rovuma Venture S.p.A, which represents the Area 4 partners:

The letter of intent covers limited preliminary engineering, procurement and other technical services meant to advance project definition and execution planning.
Subsea scope
The upstream facilities covered by the agreement will deliver gas from ExxonMobil's offshore Area 4 resources to the onshore Rovuma LNG liquefaction plant, part of the midstream and LNG chain that turns offshore gas into liquefied cargo for export. Gas will flow from 18 subsea wells through a network of subsea pipelines and manifolds, the hubs that gather flow from multiple wells before it moves onward. Saipem and Jan De Nul bring experience in the engineering, procurement, construction and installation of subsea facilities, including gas export pipelines, umbilicals and infield flowlines in shallow and deepwater settings.
What happens next
The full Engineering, Procurement, Construction and Installation (EPCI) award to the Saipem-Jan De Nul consortium still depends on a positive final investment decision by the Area 4 partners, plus government and regulatory approvals, both expected within 2026. Saipem said the agreement builds on its established relationship with ExxonMobil.
