The Bureau of Land Management is proposing to reinstate a terminated competitive oil and gas lease, WYW179793, covering land in Converse County, Wyoming. The lessee filed a petition for reinstatement on time and met all of BLM's filing requirements under the Mineral Leasing Act of 1920, as amended.
No other leases have been issued on the acres covered by WYW179793, according to the notice.
New terms and effective date
BLM proposes reinstating the lease effective July 1, 2019, with an extension of two years from the date the lease is actually reinstated, under 43 CFR 3108.23(d). The reinstatement carries revised terms:
- Rental increased to $20 per acre or fraction of an acre
- Royalty increased to 16.67 percent
- A new stipulation, WY CFO_CSU_BT3, added to protect the Bozeman and Oregon historic trails, consistent with the area's approved Resource Management Plan
- The lease's original terms and conditions otherwise carry over
- A two-year extension running from the reinstatement date
Filing and authority
The lessee has paid the required administrative fee and reimbursed BLM for the cost of publishing the notice. BLM said the lessee met the reinstatement requirements in sections 31(d) and (e) of the Mineral Leasing Act of 1920, codified at 30 U.S.C. 188. BLM's authority to set the new terms comes from 30 U.S.C. 188(d) and (e) and 43 CFR 3108.23. Sandra M. Blackburn, Branch Chief for Fluid Minerals Adjudication, signed the notice.
