Freedom LNG LLC has asked the US Department of Energy for a 20-year license to export up to 343 billion cubic feet of natural gas a year to Mexico by pipeline, with 307 Bcf/yr of that volume earmarked for re-export as liquefied natural gas. The company filed the application on September 11, 2026, under the Natural Gas Act.

The route and the project

Freedom LNG plans to move the gas from the United States to Mexico through the existing offshore Sur de Texas-Tuxpan pipeline system. From there, the gas would reach the BRAVO LNG Project, a proposed liquefaction and export facility that Freedom LNG wants to build nearshore the Port of Matamoros, in the state of Tamaulipas, on the Gulf Coast. Freedom LNG describes the project as a modular facility with one liquefaction train and a nominal capacity of about 6 million tons of LNG a year.

Who is behind it

Freedom LNG says the BRAVO LNG Project is being developed by its affiliate LNG Alliance Pte. Ltd., a Singapore private limited company. The project itself would be owned and operated by BRAVO LNG S.A. de C.V., another Freedom LNG affiliate through common ownership. Freedom LNG is seeking the authorization both for itself and as agent for other entities that will hold title to the gas or the LNG once it crosses the export point.

What this filing covers

The notice covers only the part of Freedom LNG's application asking to re-export LNG made from U.S.-sourced gas to non-FTA nations, meaning countries that do not have a free trade agreement with the United States covering natural gas. DOE will review Freedom LNG's separate request to export gas to FTA nations, those with a qualifying free trade agreement, on its own track. Freedom LNG is asking for its authorization to run for 20 years, starting once commercial exports begin.

Timeline

DOE requires any protests, motions to intervene, or written comments on the application to be filed electronically by 4:30 p.m. Eastern time on December 7, 2026. The National Environmental Policy Act requires DOE to weigh the environmental effects of the project before it issues a final decision.
