The Pipeline and Hazardous Materials Safety Administration confirmed that its rule updating a federal standard for polyethylene pipeline fittings will take effect January 1, 2027. The agency said it received no comments that would justify withdrawing the rule.
What changed
The rule amends 49 CFR part 192, the federal regulation covering gas pipelines. It replaces the current reference to ASTM F1055-16a, approved in 2016, with the reapproved 2022 edition of the same standard. ASTM F1055 sets specifications for electrofusion fittings, connectors that join sections of polyethylene and crosslinked polyethylene (PEX) pipe by melting the plastic at the joint rather than using mechanical couplings. The updated reference applies to section 192.283(a) and Appendix B of part 192.
How the rule became final
PHMSA published the underlying direct final rule on April 24, 2026, using the direct final rule process set out in 49 CFR 190.339. Under that process, a rule takes effect on its stated date automatically unless the agency receives an adverse comment. PHMSA received none, so the January 1, 2027 date stands as originally scheduled.
