The Pipeline and Hazardous Materials Safety Administration confirmed that its rule updating the safety code for utility LP-gas plants takes effect Jan. 1, 2027. PHMSA said it received no comments that would have forced it to withdraw the rule, so the update proceeds on the schedule the agency set in April.
What the rule changes
PHMSA published the original direct final rule, titled "Pipeline Safety: Standards Update, NFPA 59," on April 24, 2026 (91 FR 22012). It amends 49 CFR part 192 by incorporating the 2024 edition of NFPA 59, the Utility LP-Gas Plant Code, into section 192.11. That reference replaces the 2018 edition of NFPA 59, which had governed those plants since September 6, 2017.
How the rule became final
PHMSA issued the update as a direct final rule under the procedures in 49 CFR 190.339. Under those procedures, the agency said in April that the rule would take effect Jan. 1, 2027 if no adverse comments came in. None did, so this notice confirms the date PHMSA already set.
