Sempra Infrastructure, a subsidiary of Sempra, has signed a 20-year sales and purchase agreement with Petrobras to supply about 0.8 million tonnes per annum of liquefied natural gas. The cargoes will come from Sempra Infrastructure's contracted liquefaction capacity at Port Arthur LNG Phase 2, a project still under construction in Jefferson County, Texas.
Petrobras becomes the first South American company in Sempra Infrastructure's LNG customer portfolio, according to Justin Bird, the unit's chief executive. Bird said the agreement marks "an important milestone for Sempra Infrastructure's growing LNG business" and "establishes a strategic relationship with one of the world's leading energy companies."
Port Arthur LNG Phase 2 build-out
Phase 2 reached a positive final investment decision in September 2025. It will add two liquefaction trains with combined capacity of about 13 million tonnes per annum, lifting total capacity at the Port Arthur LNG facility from roughly 13 Mtpa in Phase 1 to as much as 26 Mtpa once both phases are complete.
Expected commercial operations by train:
- Phase 1, train 1: at or near the end of 2027
- Phase 1, train 2: 2028
- Phase 2, train 3: 2030
- Phase 2, train 4: 2031
Sempra Infrastructure has additional phases at the site in early development.
A dual-coast strategy
Port Arthur LNG has access to U.S. natural gas resource basins and midstream connections, according to Sempra Infrastructure. The company calls the facility a cornerstone of its dual-coast strategy in midstream and LNG, serving customers across both the Atlantic and Pacific Basin markets. The Petrobras deal adds a new buyer to that network as construction continues on both phases of the Texas facility.
