National 811 Day is a reminder that protecting underground gas, electric, water and communications lines is not one party's job, INGAA said in a message marking the day. Under the 811 system, an excavator's locate request notifies facility owners, who must then identify the affected infrastructure and get it marked, or arrange marking through a contract locator, within a required timeframe.
What facility owners are responsible for
INGAA listed the core duties facility owners carry under the system:
- Keeping accurate records of underground facilities
- Responding promptly to 811 locate requests
- Making sure facilities are marked correctly or cleared before excavation
- Working with contract locators and excavators to resolve questions before digging starts
Timely, accurate responses cut delays while keeping infrastructure protected, INGAA said. Slow responses, incomplete records, or wrong markings raise the odds of a utility strike, a service disruption, a stalled project, or a safety incident.
INGAA framed the day as a chance to recognize the shared commitment across every party in the process, from excavators submitting locate requests to facility owners maintaining records and coordinating with locators.
