The center's position was accurate within 30 nautical miles. Three hours earlier, at 06:00 UTC, the center was near 14.3N, 43.7W.
NHC put Dolly's minimum central pressure at 1007 millibars and had the storm moving west at 21 knots. Tropical-storm-force winds of 34 knots or higher reached 100 nautical miles to the northeast and 80 nautical miles to the northwest, with no such winds to the southeast or southwest. Seas of 4 meters or higher reached 120 nautical miles to the northeast and 30 nautical miles to the southeast, with none to the southwest or northwest.

NHC asked ships within 300 miles of the storm's Aug 28 position to file reports every three hours, and its next advisory was due at 15:00 UTC on Aug 28.
